MiloHR was engaged to conduct an independent review of the recruitment delivery model for One Housing Group (now known as Riverside), a large housing association employing over 2,000 people.
The organisation had outsourced its recruitment function to a Recruitment Process Outsourcing (RPO) provider and wanted an external assessment of whether the service model, costs and delivery structure were appropriate for the organisation.
The project focused on analysing recruitment performance, reviewing the commercial arrangement and identifying whether alternative recruitment models could improve efficiency and reduce long-term costs.

The organisation had outsourced both permanent and temporary recruitment through a single provider. Leadership wanted an independent review to understand:
Whether the current RPO model was delivering value for money
If recruitment performance and service levels were appropriate

Exploration of alternative recruitment delivery models, including in-house recruitment functions and hybrid solutions.

The review identified that the outsourced provider was delivering a generally strong service with most service levels being achieved and hiring manager feedback remaining positive.
However, several structural opportunities were identified:
Outsourcing recruitment created significantly higher long-term costs compared with building an in-house recruitment function
Hiring manager processes and onboarding responsibilities created operational delays
Recruitment data and internal metrics were not fully integrated with broader HR analytics
